Saratoga County, NY—Rachael Phelan began her career with the Saratoga County District Attorney’s Office on March 7, 2016. She started in the Vehicular Crimes Unit, where she prosecuted Driving While Intoxicated, Driving While Impaired, and other serious vehicular offenses. Over the past five years, Phelan has dedicated her practice to the Special Victims Unit, handling some of the most sensitive and complex cases, including sexual offenses, crimes against children, domestic violence, and animal cruelty. Chief Phelan is also a member of the Saratoga County Animal Abuse Task Force.
“Chief Phelan is one of the most dedicated and hardworking prosecutors in our office,” said District Attorney Eby. “She brings compassion, professionalism, and relentless advocacy to every case she handles. Her commitment to protecting children and giving a voice to the most vulnerable is truly exceptional. I am incredibly proud to have her on our staff and confident she will lead the Special Victims Unit with integrity and strength.”
Chief Phelan has prosecuted numerous felony-level cases, including sexual assaults, domestic violence offenses, vehicular crimes, and cruelty to animals. Her notable cases include:
- People v. Michael Pelletier – Secured a guilty verdict at trial for Criminal Sexual Act in the First Degree, resulting in a 22-year state prison sentence, along with additional guilty verdicts for Sexual Abuse in the First Degree and Assault in the Second Degree.
- People v. Sebastian Mabb – Obtained a conviction for Murder in the Second Degree and a sentence of 23 years to life in state prison.
- People v. Michelle Cole – Achieved a guilty verdict at trial for Driving While Intoxicated, resulting in a state prison sentence of 1½ to 4 years.
