Saratoga County District Attorney Karen A. Heggen announced today that Washington DC residents Jowan A. Plummer (DOB 10/13/2000) and Mustafa Lewis-Hampton (DOB 07/26/2002) both pled guilty in the Saratoga County Court before the Hon. James R. Davis to the top count of Burglary in the Third Degree, a Class “D” Felony in violation of New York State Penal Law Section 140.20.
Both Defendants admitted under oath that on August 10, 2024 they participated in the early-morning smash-and-grab burglary of Lola Saratoga in downtown Saratoga Springs. The Defendants gained entry by smashing the front window, quickly stole thousands of dollars’ worth of merchandise, and fled in a getaway vehicle.
Nearby eyewitnesses immediately contacted law enforcement who quickly located the fleeing vehicle, pursued them at a high rate of speed, and ultimately took them into custody in a quiet Clifton Park neighborhood without any civilian or law enforcement injuries in a sweeping, multiagency response.
It is anticipated that both Defendants will receive two-to-six (2-6) years in State Prison as well as pay full restitution to the owner of Lola Saratoga when they are sentenced on April 28, 2025. Both Defendants were also issued a maximum Full Stay Away Orders of Protection from both the downtown business and its owner. The third co-Defendant remains incarcerated in a Washington DC jail in connection with similar charges and will be appearing in County Court later this week.
“Although rare in our small community, these smash-and-grab burglaries have become commonplace in New York State since the implementation of Bail Reform,” said Heggen. “Once again, however, the Saratoga Springs Police Department, Saratoga County Sherrif’s Department, and the New York State Police were able to seamlessly work together to not only catch these individuals, but also recover all of the stolen property.”
The case was prosecuted by General Felonies Bureau Chief Joseph Frandino together with District Attorney Investigator Timothy Sicko.
